Tiles are lifted whole where possible, and contractor jobs over 48 square feet still go to L&I.

Mastic under tile or carpet

Black cutback adhesive often outlasts the floor above it, showing up under carpet pad or a newer floating floor. PSCAA lists mastic among nonfriable materials when it stays intact. Grinding it flat for new flooring changes that, so the plan is set by what the next floor needs.

Where sheet flooring sits on particleboard decking, the decking may have to be replaced along with the vinyl.
